Public Safety: Without being alarmist, we want people to continue to be aware of crime in the community: there was an attempted rape this past month on a Sunday, at 10:30 p.m. at 679 Sterling Place (between Franklin & Bedford Avenue). The victim was unable to give a description of the man because he approached her from behind and she didn't see his face. Please be alert when you are on the street, especially when you are entering your vestibules. Burglaries are still up, it is critical that we keep our windows locked, especially those on fire escapes. Intake Center at the Armory: A brief update from CBAAR (Coalition for Bedford/Atlantic Armory Reform) The news regarding the Bedford Atlantic Armory is both good and bad. We have been in contact with the new Commissioner for the Department of Homeless Services: Seth Diamond. In response to our queries he has said that there are no immediate plans to open the intake center for single homeless men at the Bedford Atlantic Armory shelter. However when the intake center at Bellevue closes, the city still intends to open the intake center at the Armory. We are holding the city off but we must remain vigilant and continue to oppose the intake center. We have requested that DHS keep us informed about the status of the intake center. However there is no guarantee they will do this. Right now and for the foreseeable future, it is imperative that each of us keep an eye on the shelter and report any changes back to us November Elections EVERYONE MUST VOTE: This is the most important community effort that you can make in November! It is crucial to the work that the Association undertakes that Crown Heights (and specifically Crow Hill) is seen as a caring and vocal community. The issues that we face are duplicated throughout the City and there are limited resources to deal with them. The communities which get out and vote and make the most noise, are going to be the communities that receive the most attention, it is that simple. Please be sure to vote on November 2. Landmarking Crow Hill: On Tuesday, October 26th the Landmarks Preservation Commission will be holding a meeting at which a group of 13 buildings on Park Place between Franklin & Bedford will be presented for landmarking. Landmark status has already been granted to parts of Prospect Heights and other areas of Crown Heights North, we ask everyone who has an interest in extending this status into Crow Hill to attend this meeting in support. Again, the meeting is Tuesday, October 26th at 11:35 in the Public Meeting Room of the Municipal Building: 1 Centre St, 9th floor North in Manhattan. SOS Peace March: On Wednesday (tomorrow) there will be a walk sponsored by Save Our Streets beginning at 6 PM at the northwest corner of Utica & Eastern Parkway. We will walk west towards Franklin Avenue ending at Franklin and Eastern Parkway. There we will recognize the lives lost and those affected by gun violence in Crown Heights North. Closure of sections of 5th Avenue and Pacific Street It is anticipated that beginning on or around Monday, February 1, 2010, the following streets in Brooklyn will be permanently closed: *5th Avenue (between Flatbush & Atlantic Avenues) *Pacific Street (between 5th & 6th Avenues) *Pacific Street (between Vanderbilt & Carlton Avenues) Local and emergency vehicle access will be maintained as needed. These streets are being closed to accommodate the Atlantic Yards project. Northbound traffic on 5th Avenue can use Flatbush Avenue or 6th Avenue to continue north; southbound traffic can use 6th Avenue. Eastbound traffic on Pacific Street can use Dean Street; westbound traffic can use Bergen Street. To facilitate vehicle circulation, 6th Avenue (between Flatbush Avenue & Pacific Street) and the block of Carlton Avenue (between Dean & Pacific Streets) will become two-way. These changes necessitate the removal of the Cobble Hill B63 bus stop on 5th Avenue, between Pacific Street & Atlantic Avenue. Representative from CB8, CHNA and CHRM attended two meetings at Borough Hall regarding the proposed intake center. In July, Burough President, Marty Markowitz, and his Chief of Staff, Carlo Scissura, Esq., and three other staff members met with the community reps. A second meeting held in August was attended by the same community reps and the three staff members. The BP and Chief of Staff did not attend the second meeting. At these meetings the community reps made it very clear that the communities at the epicenter of the potential Bed-Atlantic intake center will not accept an intake center under any circumstances. We continue to state: that the city maintain an intake center in Manhattan; that a well-run Manhattan intake center is sufficient; and, that the city should stop considering the Bedford Atlanic armory shelter/assessment center as a potential intake center site. We were invited to attend a third meeting at the BP's office but the BP's office cancelled that meeting. Instead they plan to meet with a number of our elected officials and possibly Department of Homeless Services Commissioner Hess to discuss the armories in Brooklyn. We can feel assured that the elected officials (Eric Adams, Karim Camara, Letitia James and Hakeem Jeffries) who have been working with us to oppose the intake center will continue their opposition to the addition of an intake center at the Bed-Atlantic Armoroy shelter/assessment center. A number of other elected officials also stand with us on this issue. We are planning a big community event to show our strength. It will take place in the next few weeks. Below is an email we received about a new Crown Heights CSA which is an interesting alternative to going to the super market for food that can be bought from local farmers. contact: CrownHeightsCSA@gmail.com OR (347)-715-5777 Hi Everyone, Sorry for the long delay -- we were waiting to hear back from Just Food so we would have more info to share with you. We are very excited to report that we officially have a farmer and will be meeting with him in a couple of weeks! We will be working with Sang Lee Farms, a certified organic farm in North Fork Long Island, www.sangleefarms.com. They are already working with the CSA in Dumbo and provide partial AND full shares. It will be 26 weeks long and a full share will be about $585 and a partial share $375 (these numbers are not yet set in stone). A partial share means that you basically get the same number of items as the full share, but just less of each. (Go to http://www.sangleefarms.com/resources/2006CSA_2.htm to get more details on what you'll get each week.) The drop off will be on Tuesday evenings. The majority of folks voted for the Ronald McNair park so we will have a drop off site either there, or at a nearby community garden on Franklin and Eastern Parkway, about a block from Ronald McNair. If we work with the community garden, we don't have to deal with the bureaucracy of the parks department, and the garden is near the entrance to the Franklin Ave. train, which is convenient. We are awaiting confirmation from the garden folks. There is also a possibility of having a 2nd drop off site at St. Marks Church (Union & Brooklyn Ave). If we can get enough people interested in that site the farmer would probably be willing to drive to both places. But the garden/Mcnair drop-off site is a definite go! We now have about 20 people who have expressed interest, so if each of you finds one person in the hood who would want to join we are good to go! That sounds feasible doesn't it? We still need to get enough people to buy up about 40 full shares (or the equivalent in partial shares), and we need to start collecting membership agreements and fees soon after we meet with the farmer (around March 10th or so). Also, if you are interested in helping us do other outreach (we were thinking of flyering, going to some of the larger apt. buildings in the area, etc.), please let us know! And please let us know if you want a partial share or a full share so we know what our numbers are looking like. We are so excited that this is really getting off the ground. The Energy Crisis Creates Green Jobs
On September 12 in lower Manhattan the Center for Working Families (CWF) conducted a two hour policy briefing entitled Green Jobs/Green Homes. At the briefing, speakers from a variety of agencies presented to a crowd of over 100 of elected officials and their staffs a proposal to create jobs by greening the homes of New York City. Emmaia Gelman, senior policy organizer for the CWF stated that retrofitting a single family house in New York could cost approximately $3,000 and yield annual energy savings of $750. Thus the cost of the retrofit could be paid back in 5 years.
It is this reality that drives the CWF proposal to retrofit 1,000,000 homes and create 30,000 green jobs in five years. CWF is a policy institute created in 2006 by a consortium of local unions and non-profit activists to provide elected officials with broad-based and innovative proposals addressing important local issues. To achieve its green job goal CWF proposes using the resources of various New York State agencies such as the New York State Energy Research and Development Agency (NYSERDA), NYS Dept. of Labor, NYS Power Authority, NYS Dormitory Authority, Long Island Power Authority and other agencies.
Under the CWF proposal, a New York state retrofit program would relieve home owners of the
up-front cost by creating an investment pool to fund retrofits. The savings on the retrofits would be used to repay the investment fund for the costs of the work. Key components of the proposal include:
NYS utilities Con Ed and National Grid would collect the monies to repay the fund as part of their monthly utility bills to home owners, relieving the investment fund of billing and collection obligations. It is well-known that utility bills are among the first bills home owners pay each month and that utilities experience very low default rates.
All retrofits would be conducted by NYSERDA trained and approved energy contractors, guaranteeing a high quality of workmanship and ensuring that the energy savings would occur.
Labor union tradesmen would work with contractors in the field to ensure that workers were properly trained and the work properly performed.
Savings would be under-estimated to ensure that repayment monies were available. For
example, if a home owner’s utility bills were $300 per month before the retrofit, he would only be asked for pay $290 per month after the retrofit. Part of this monthly payment would cover the cost of gas and electric charges and part would repay the retrofit loan.
Around Thanksgiving the CFW plans to issue a White Paper that will provide more details about how the proposed plan would work. Ms. Gelman hopes that when the State legislature reconvenes in January, this White Paper will form the basis of enabling legislation to make this proposal a reality.
