The goal of the Re-Entry Resource Fair is to assist formerly incarcerated people with rehabilitation for successful integration into society, the community, and the workforce

Re-adjusting within the community for formerly incarcerated individuals is often a difficult experience. It has been argued that incarcerated persons do not receive adequate resources during their time in prison to equip them upon their release.

Within the employment environment, the formerly incarcerated face limited opportunities, as well as discrimination from potential employers. The U.S. Department of Justice states that, in 2007, 30% of people released from prison are rearrested in the first six months following release, 44% in the first year, and 67.5% in the first three years. This can partly be explained by inappropriate planning at the end of an inmate’s jail or prison term as well as a lack of employment opportunities and affordable housing upon release. The Independent Committee on Reentry and Employment reports that up to 60% of formerly incarcerated individuals are unemployed, as are 89% of those who violate parole or probation. Yet, if an individual has a job at the start and end of a supervised release from jail or prison, federal court statistics show that the success rate is 85%.

Finding housing for formerly incarcerated individuals is also a difficulty. Private property owners typically inquire into the background of individuals and often deny housing to anyone with a criminal background. Before1988, public housing was a solution to this issue. Ex-offenders were placed on a list like all other public housing applicants and considered based on a number of factors, including age, marital and parental status. However, Congress removed this through an amendment to the public housing statute, adopting a one-strike eviction policy for tenants in federal public housing who engage in certain types of criminal behavior. It has become virtually impossible for formerly incarcerated individuals to find stable and suitable housing.

The Re Entry Resource Fair is an opportunity for formerly incarcerated individuals, and their families, to gain professional and unbiased information on many issues that affect their everyday lives. The fair will contain information on Housing, Legal Advocacy, Counseling, Family Services, Education, Employment and Career Development, Medical Services, Substance Abuse Treatment, and Spiritual Resources.

The Energy Crisis Creates Green Jobs

On September 12 in lower Manhattan the Center for Working Families (CWF) conducted a two hour policy briefing entitled Green Jobs/Green Homes. At the briefing, speakers from a variety of agencies presented to a crowd of over 100 of elected officials and their staffs a proposal to create jobs by greening the homes of New York City. Emmaia Gelman, senior policy organizer for the CWF stated that retrofitting a single family house in New York could cost approximately $3,000 and yield annual energy savings of $750. Thus the cost of the retrofit could be paid back in 5 years.

It is this reality that drives the CWF proposal to retrofit 1,000,000 homes and create 30,000 green jobs in five years. CWF is a policy institute created in 2006 by a consortium of local unions and non-profit activists to provide elected officials with broad-based and innovative proposals addressing important local issues. To achieve its green job goal CWF proposes using the resources of various New York State agencies such as the New York State Energy Research and Development Agency (NYSERDA), NYS Dept. of Labor, NYS Power Authority, NYS Dormitory Authority, Long Island Power Authority and other agencies.

Under the CWF proposal, a New York state retrofit program would relieve home owners of the
up-front cost by creating an investment pool to fund retrofits. The savings on the retrofits would be used to repay the investment fund for the costs of the work. Key components of the proposal include:

  • NYS utilities Con Ed and National Grid would collect the monies to repay the fund as part of their monthly utility bills to home owners, relieving the investment fund of billing and collection obligations. It is well-known that utility bills are among the first bills home owners pay each month and that utilities experience very low default rates.

  • All retrofits would be conducted by NYSERDA trained and approved energy contractors, guaranteeing a high quality of workmanship and ensuring that the energy savings would occur.

  • Labor union tradesmen would work with contractors in the field to ensure that workers were properly trained and the work properly performed.

  • Savings would be under-estimated to ensure that repayment monies were available. For
    example, if a home owner’s utility bills were $300 per month before the retrofit, he would only be asked for pay $290 per month after the retrofit. Part of this monthly payment would cover the cost of gas and electric charges and part would repay the retrofit loan.

Around Thanksgiving the CFW plans to issue a White Paper that will provide more details about how the proposed plan would work. Ms. Gelman hopes that when the State legislature reconvenes in January, this White Paper will form the basis of enabling legislation to make this proposal a reality.

Citywide Tenant Demonstration

October 1: Citywide Tenant Demonstration

Next Wednesday, October 1st, the Real Rent Reform Campaign and hundreds of tenants will rally on the Adam Clayton Powell Jr. State Office Building Plaza, starting at 5:30 pm, to protest attacks on affordable housing and demand real improvements to New York housing. I strongly encourage you to attend!

October 1st is the day the unjust rent increases approved by the Rent Guidelines Board take effect. If you represent rent-regulated tenants or are yourself a rent-regulated tenant and are worried about what high rents will mean for you and your community, please join tenants from across New York for a massive demonstration against these unfair increases. In addition to protesting the hikes we are calling for a legislative reform of the RGB. "Made in NY PAs are now working throughout NYC’s production sector, on everything from feature films to commercials to reality TV, episodic TV, music videos, film festivals, and more. Our participants come from every borough; most had never worked on set before joining the program.

    Market Manager Position (part time)

    The East New York Farms Project seeks a market manager for our bustling Saturday market. The market manager is an employee of the United CommunityCenters and is supervised by the East New York Farms! Project Director.

    Responsibilities: Create a friendly, welcoming, and productive environment for both vendors and customers at the East New York Farmers Market. To achieve this, the market manager will:

    • Manage all aspects of market operations on Saturdays
    • Respond to inquiries from new vendors and process applications,including informing vendors of any necessary permits and helping them with theapplication process
    • Coordinate vendor attendance and volunteering
    • Create weekly market map and direct vendors during set-up
    • Enforce market rules and regulations
    • Collect and track vendor fees and sales data
    • Educate and interact with market customers
    • Organize and facilitate market meetings, including taking attendance and notes
    • Repair and maintain market equipment as needed and keep inventory o fmarket supplies
    • File necessary paperwork with the New York State Department of Agriculture and Market, the Brooklyn District Public Health office, and theFarmers Market Federation of New York
    • Work with vendor volunteers on market site upkeep and improvement
    • Maintain and update market mailing list
    • Organize twice yearly mailing to market customers
    • Conduct regular market outreach, including flyering, creating signs,and attending community events as needed
    • Supervise market intern (youth)
    Qualifications: Friendly and out-going...Well organized...Works well independently... Able to work Saturdays...Energetic and able to work outside during all weather...Computer literate...Knowledge of community health...Special consideration will be given to applicants who are residents of East New York and are bilingual
